Clarify the goal and let them play. Open communications channel to envision what is reached and allow them to feel responsible for that. They would appreciate the value of their contribution to a greater objective.

we have one mouth and two ears, so the creator wanted us to use them accordingly.... At times just listening to others, your colleagues, subordinates and superiors, makes them comfortable which results in their Engagement....

I just delivered a team building session with a university faculty. We did an exercise on the difference between and 'group' and a 'team'. Then, we shared how you can 'C' the difference in a team...teams CARE, COMMUNICATE, CONNECT, CREATE, COMMIT and CELEBRATE! Teams are ... engaged (and groups are casually dating!)
