Don't try to "engage" them. Management cannot engage their workforce or motivate them.

Engagement is something employees do. Management can easily cause them to disengage and often does so. So find out from them what management is doing to disengage them and stop doing it.

Most disengagement actions stem from acting as dictators to the workforce, using the traditional top-down command and control approach to managing them. This approach does not meet the employee's two basic needs; to be heard and to be respected. If you prove to be responsive to employees complaints, suggestions and questions providing more than ample opportunity to voice these, they will eventually fully open up to you and let you know what it is that will help them to do a better job, to be deeply engaged in their work.

Gaining their trust through being consistently responsive and thus causing them to really open up rather than just tell you what they think you want to hear (normal response to top-down managers) is the key.

Best regards, Ben
